The PBHI Health System Strengthening Monitoring, Evaluation and Learning Framework (PBHI HSS-MEL)

A capability-based approach to assessing and improving district primary health care in sub-Saharan Africa

PBHI developed and owns the PBHI HSS-MEL Framework. It connects measurement, evaluation and decision support, and is designed to show where a district health system is held back, why, and whether changes are working.

  • Six-layer model from context to learning and adaptation
  • Eight domains, from governance to resilience
  • Four tiers of indicators, reusing existing data such as DHIS2
  • A 12-month plan to a pilot-tested version 1.0
